24/7 armed enforcement taskforce

Establish a 24/7 dedicated armed enforcement taskforce under the Department of Home Affairs to crack down on residents without legal status.

Phase 1 and Phase 2 activities will occur in conjunction with each other, starting with Phase 1 activities primarily and scaling resources to focus on the Phase 2 strategy, winded down to match the scale of the suspected remaining alien population.

  1. Targeted alien enforcement operations

Phase 2

  1. Establish roadside identity checkpoints
  2. Establish random identity checks including but not limited to the roadside, public transit areas, and shopping centres/malls

Supporting measures

  1. Establish patrols and permit automatic approval for chases which supersede state/territory law, including but not limited to traffic laws
  2. Mandatory partnership with state/territory law enforcement resources including helicopters, ANPR systems
  3. Adjusted legislation to abolish non-refoulement, with Nauru as a candidate; and permit entering private property without a warrant for immigration purposes

Basis of measurement

Caps are measured on gross overseas arrivals of temporary and permanent visa holders. Australian citizens, and New Zealand citizens exercising Trans-Tasman travel rights, hold a right of entry, are excluded from these figures and are not counted against any cap.

Implement a hard gross overseas arrivals cap of 100,000 visa holders

Implement a gross overseas arrivals cap of 25,000 visa holders for any of the following criteria:

  1. Country GDP per capita is below US$10,000
  2. Country is classified “Do not travel” by Smartraveller
  3. Country of birth has ≥50% of its population affiliated with a religion, ideology, or belief system that is designated for inclusion due to its association with terrorism or violent extremism.

Proviso

unless the individual purchases a $70,000 exemption (lasting 12 months)

  1. Islam, included solely on the basis of its association with Islamist/jihadist extremist ideologies, and not as a classification of ordinary religious belief as terrorism
  2. Other religions designated by the Department of Home Affairs
